Ye Xiaodong, Dean of marxism college, was invited to attend the meeting and made a speech in the sub-forum entitled Mass mobilization in Response to Major emergencies.

In his speech, Ye Xiaodong pointed out that the modernization of national governance system and governance capacity should pay more attention to the manifestation of the people's subjectivity, and mass mobilization is an important way to achieve this goal. Mass mobilization has played an important role in responding to major emergencies, but there are still some problems. To solve these problems in a targeted way and to establish an effective mass mobilization mechanism in response to major emergencies is conducive to : (1) Explore the governance value of the CPC's mass mobilization. Using the concept of mass mobilization with ideological characteristics can build a bridge between theoretical discussion and political practice, provide a new perspective to understand the national governance style with Chinese characteristics, and help to explore the governance value of the mass mobilization of the Communist Party of China. (2) Explore ways to transform political advantages into governance effectiveness. Social vitality is an important embodiment of the advantages of socialist system, and also a direct representation of governance effectiveness. May take mass mobilization as the basic work for dealing with major emergencies, and improve China's governance by stimulating social vitality, so as to explore ways to translate traditional political advantages into modern governance effectiveness.
