On February 26, 2025, the Second Session of the Third Council of the Hubei Modern Logistics Development Promotion Association (hereinafter referred to as "LDPA") and the Logistics and Supply Chain Innovation and Development Conference was grandly held in Wuhan. Zhang Xue Jun, President of LDPA, delivered the "Draft Report of the Second Council." Xu Qin Xiang, Deputy Inspector of the Hubei Provincial Market Supervision Administration, attended the meeting and delivered a speech. He Deng Cai, a member of the Expert Committee of the "14th Five-Year Plan" National Development Plan and Director of the Expert Committee of the China Federation of Logistics and Purchasing, attended the meeting and delivered a keynote speech on the understanding and implementation suggestions of the "Action Plan for Effectively Reducing the Logistics Costs of the Whole Society" along with typical case studies. Hai Feng, a professor and doctoral supervisor from the School of Economics and Management at Wuhan University and Vice President of LDPA, gave a lecture on the theme of "Grasping the Laws of Industrial Development and Promoting the High-Quality Development of Modern Logistics." Leng Kai Jun, Dean and Professor of the School of Business Administration at Hubei University of Economics and Secretary-General of the Cold Chain Logistics Committee of LDPA, delivered a special speech on "The Practice and Innovation of Supply Chain System Construction in Hubei Province."

Also attending the meeting were Liu Meng Hui, First-Level Researcher of the Department of Finance and Trade of the Hubei Provincial Development and Reform Commission; Yan Tian Rong, Director of the Market System Construction Department of the Hubei Provincial Department of Commerce; Wu Jian Hui, Deputy Director of the Circulation Department of the Hubei Provincial Supply and Marketing Cooperative; as well as nearly 200 representatives from vice presidents, supervisors, directors, and members of LDPA, some universities and research institutions in Hubei, and development and reform commissions, logistics centers, logistics bureaus, industry associations, and key logistics enterprises from various cities and prefectures in Hubei.

The meeting reviewed and approved the "Draft Report of the Second Council of the Hubei Modern Logistics Development Promotion Association," the "Draft Report on Party Building Work of the Second Council of the Hubei Modern Logistics Development Promotion Association," the "Draft Financial Work Report of the Second Council of the Hubei Modern Logistics Development Promotion Association," and other reports and related matters. The meeting was presided over by Leng Kai Jun, Secretary-General of the Cold Chain Logistics Committee of LDPA.

The Hubei Modern Logistics Development Promotion Association (abbreviated as LDPA), established in January 2014, is a provincial, professional, and comprehensive social organization approved by the Hubei Provincial Civil Affairs Department. It is subject to the business guidance and supervision of the Hubei Provincial Federation of Industry and Commerce, the Hubei Provincial Modern Logistics Inter-Meeting Office, and relevant departments. LDPA is the only social organization among the members of the Hubei Provincial Modern Logistics Inter-Meeting.

The purpose of LDPA is to unite and coordinate the forces of the logistics industry throughout the province to jointly promote the development of modern logistics in Hubei. Its service targets are the logistics market entities in the province, especially key logistics enterprises, demonstration logistics parks, members of the Hubei Provincial Modern Logistics Inter-Meeting, and units engaged in logistics teaching, research, and consulting. The functions of LDPA are to promote the integration of industry, academia, and research, strengthen the integration of logistics market resources, facilitate the joint efforts of various logistics social organizations, and cooperate with government departments related to logistics management to ensure the healthy and orderly development of the modern logistics industry in Hubei.
